Question : MS 2003 Outlook SP2 on XP Pro has emails hung in the outbox, Detect&Repair,Scanpst.exe will fix it.

MS 2003 Outlook SP2 on XP Pro SP2   has e-mails hung in the outbox, Detect & Repair,Scanpst.exe  and restarting will fix it.  Also going to Tools > Other > Advanced Options > Add In Manager and unchecking BmiOutlookPlugin will get rid of the problem.  Outlook 2003 is running on a POP3 Server using SMTP,  all machines are Gateway above 2GHz and 512 DRAMM.  If anyone has seen this before or knows the solution I would be more than grateful.

best guess is something with the plugin. couple of questions
1. check the error logs anything there to indicate specific cause of the problem?
2. I've not sen the bmioutlookplugin before, what applications is this from? what is using the plugin?
3. What's your email server? Exchange? Something else? POP3/SMTP isn't necessarily typical of an Exchange deployment but it's worth asking at least.
