Question : static ip addresses, two different isp's, need to translate, cannot use dns

This is a question which I thought was answered a couple days ago here, but further research has determined that the solution which was offered will not work. I don't want to take back the points, I just want to get this resolved via a new question. Below is my original post, with a new bit added...
We currently have 5 dedicated ip's with an isp (dsl) and we are looking for a backup isp (which will be cable) with 5 dedicated ip's. The problem is that we wont be able to get the same ip addresses, and I don't want to have to reprogram all the things that use those ip addresses in the event that we need to switch.
new*** All of our outside devices are looking for the actual ip address to get to us, and they can't be reprogrammed to look for a name instead. If our current isp goes down, then the request will dead-end there. ***
This will be a backup for times when the dsl goes down, and we need a quick easy way to switch while the dsl gets repaired. I have no idea what we need to do... I was thinking some sort of router which will translate. Ideas?

What your looking for is a company that will give you 1 U of rack space and some IP Addresses.

I have NOT checked them out but I just searched for "colocation routers" in google.
You will need to buy a router and program it and send it off to them. Talk to their engineer staff about what your doing. One thing you want to make sure that you consider is the bandwidth required. These sites charge for bandwidth.
