Question : how to remove Rogue DHCP server from Active Directory

in think i've got a rogue DHCP server on my hands. i'm running windows 2000 server, AD domain controller.
whomever set this up originally had the Dlink router handling the DHCP but I have changed that to have the DC handle DHCP requests and have turned the DLink DHCP off.
However DHCP is not working now and I've had to give all clients static IPs until I get this resolved. clients do not receive an address lease and get DHCP server unavailable errors when trying ipconfig /renew. Also, in the Event Viewer log on the DC, i get the following error:
source DHCPServer Event 1051
The DHCP/BINL service has determined that it is not authorized to service clients on this network for the Windows domain: domain.com.
I found a couple of sites telling me to go into one of the AD snap-ins and do something in there but I tried that and nothing changed. I'm not really sure of what I did and it was probably wrong, so I stopped before I really messed something up.
can anyone advise me?
