First you have to create a new "Phone Button Template" for the 7940.  In your Admin interface select "Device | Device Settings | Phone Button Template.  Find the Standard 7940 template and click the "Copy" icon to the right of the template entry.  Name it something that will mean something to you and then select the drop-down menu and change the "Speed Dial" setting to "Line".  Click Insert.

Then bring up the 7940 phone you are adding the line to.  Scroll down to the "Phone Button Template" selection and select the new template you just created in the drop-down menu.  Click update.  You will get a message that says something to the effect that you are changing the default number of lines or something like that.  Just click OK.  Once you have updated the phone there will appear a new DN configuration link that you can use to configure the second line.
