Question : DHCP SERVER ISSUE

Here's the DHCP issue.  DHCP broadcast is sent by the connecting device. When the broadcast gets to the router, if the router has the "DHCP Helper" configured, it inserts it's IP address into the packet and sends it on to the helper address(es) as a Unicast packet.  The DHCP META server looks at the packet and returns an IP address out of scope on the secondary subnet configured on the router. Just for info, the primary subnets on both ethernet ports are full. Any clue why META will not assign right IP address?
