Question : BW Throttling on Adapter (ICS) runed by 2003 Server

Hi all,

I'm running windows 2003 Server with 2 network adapters and ICS (Internet Conexion Sharing). Adapter #1 is connected to the Net, and adapter #2 conected to the LAN, everything is running good. The problem is the users on the network are beeing greedy on the BW and DL big files, which takes away most of the BW, that is initally meant for the Server itself which is running a web server. I'm looking for a way to simply limit the BW for the LAN users.
I've heard QoS might work, but I dont have a clue on how to use it. This other post talked about an entry in the registry:
HKEY_LOCAL_MACHINE\SYSTEM\CurrentControlSet\Services\Psched\Parameters\Adapters\[GUID]
NonBestEffortLimit= (BW%)

... tried that in registry and doesnt seem to work.
