Spiral - I see no mention of servers, web servers, firewalls, printers in the original question. Where are you getting those needs from?
If the new learning center is still on the same campus, I think fiber would be the way to go - assuming the university has right of way between the new learning center and the Central site. However, if the learning center is off campus, or for some reason there are geographic boundries, then other means might be used such as Leased Line, VPN, or Wireless.
Based on what is stated in the problem, I would think about a single chassis based switch with redundant CPU's and power supplies, with a UPS, in a controlled environment - such as a lockable closet. Depending on the hardware selected, you could plug in a fiber backbone staight into the switch, or if you have do do leased line, then you could get a serial interface.
If you have to think about servers, firewalls, etc. then your topology may change - however the way I read the question is that the learning center is part of a larger campus so the firewalls and servers would be on another segment at some sort of centralized data center.
If you have other questions or specifications, let me know - I'll be happy to help.
