Question : Slow file and program loading over network on Dell opt gx110

Wondering if anyone can offer some help on this weird problem of file & program loading over the network on
a Dell Optiplex gx 110? FYI ... The ping times are great...
A new Nic installed no change... network wires replaced no change ... computer moved to other locations no change...
change video card no change ... updated Bios no change...
Other pc's loading same file or programs are quick...500+
mhz machine ... 128 MB Ram ...lots of hard drive space...

Is the PC connected to a hub or a switch??

If connected to a hub, make sure the NIC is set to half duplex and the speed is set to what the hub can handle.
If connected to a switch, set it to full duplex and speed to 100 (if switch port is 10/100)

Normal pings are often not a good indication because the packets are so small. Increase the packets to get a better reflection of what is happening.
