This is a bit complicated.. but has been resolved. The two PRI circuits are setup to facilitate toll bypass so the main PRI is accessed via a T1 that terminates about 5 miles away at a location that is local dial to Dallas. The secondary PRI is at the main office - the same physical location as the CallManager. It is only used for LD or in case of the primary PRI failure. I have 1000 DID's associated with each PRI. The main office uses the DID's from the secondary PRI. All remote locations use the DID's from the primary PRI. The secondary PRI circuit had failed. This allowed all DID's to dial out due to the redundancy of the PRI's. However, you could not dial into the main office - which used DID's from the secondary PRI - which was failed. I had checked the circuit status in the routers - but only once. One of my techs logged into the router of the secondary PRI and issued "sh isdn status" repeatedly - it was intermittant - but did finally show that it was down - bouncing.
