Question : Windows Live Hotmail server has exceeded the rate limit allowed

Hey im trying to Email someone from my AOL account and they have a hotmail account. I attached the kickback message I got. Has this happen to anyone else? Solution?

I have not been able to find much information on a solution to this topic.  Email is becoming such a pain because of spam.  

My only suggestions:
Get your receiver to "whitelist" your email address.
Contact Hotmail...
Contact AOL...
