I got a quote for a T1 line and there was an item called x connect.  What is x connect?

Cross connect...

This could mean a variety of things, really depends on the situation. You will often see cross connect fees in a colo facility for connectivity from the "meet me" cage to another cage. It could also be a fee being charged to connect between 2 different LECs (telephone companies)

So without knowing your specific situation it's hard to tell exactly what it is referring to. But hopefully this gives you an idea.
