Question : file permissions 101 for sbs 2003 R2 why are files read only

I'll admit I don't know much about file permissions, but this seems too basic to not grasp / what am I missing!

shared a folder, everyone has full access.

Security permissions for domain users had all boxes except full control and special permissions checked.  They still get told files are read only.  Have to give them full to be able to edit files.  that doesn't seem right!?  If you edit the user's permissions, you see they have modify rights.
