Question : Windows XP workgroup connectivity problems; can ping others, can't ping self

I've been using an XP Pro machine for many months, and nothing on the machine itself has changed. It was part of a workgroup with a second machine running W2K, and they got along fine.
I recently installed XP Pro on machine #2. Now computer #1 can see computer #2, but not vice versa. Both machines are part of the same workgroup, both machines use the same user name and password, and both are using static IP addresses. Windows firewall is turned off on both machines; they both use Norton Internet Security, but they've been added to each others' "trusted" list. The browser service is running on both machines, and they're both in "classic" sharing mode ("simple" unchecked; verified in local security policies).
After much troubleshooting, I came across a fundamental problem that I can't seem to fix: Computer #1 can ping the loopback, the gateway, computer #2, and Internet names / IPs...BUT it can't ping itself. Computer #2 CAN ping computer #1 by name or IP, so I'm really confused.
On computer #1, I clicked "repair connection", but got an error that it couldn't clear the arp cache - using netsh didn't seem to help. So I uninstalled and re-installed the network adapter and now clicking "repair connection" seems to go through all the steps without a problem...but the condition is unchanged. Not sure what else to try??
