Question : Creating WiFi Hotspot

I am in the process of creating a wireless hot spot at a local golf course.  I am curious as to what your thoughts are as to the best way to handle the users.  I would like to have a splash screen which shows a brief disclaimer and possible user authentication.  I would also like to setup some type of logging for legal reasons.  I have looked at ipCop and Smoothwall and I am not sure if these are capable of easily setting this up.  Any thoughts?

I haven't done this, but have been meaning to experiment. One of the applications I looked at, and found interesting was Public IP, which is free. You might want to look at it's features and see if they will work for you:
