Question : Http traffic is not working, but https flows correctly

On a single Windows 2003 server the following is occuring after a reboot.  
HTTP traffic does not work (www.google.com)
HTTPS Traffic works (https://gmail.com)
Any website with both types of content partially works (https://update.microsoft.com)
All other domain machines are working properly.
Firewall is disabled, antivirus is disabled.
I checked and rebooted all perimeter devices.
I have tried multiple web browsers with the same results and checked for spyware, hosts file, etc.  

I think it may be related to IPSec, but not sure and I do not have any IPSec requirements.

Found it:
WinHTTP Web Proxy Auto-Discovery Service was set to manual and stopped.  Started and things are now working.
