Question : Proxy Settings Rollout

What is the best way to rollout IE proxy settings to users? I was thinking of defining the proxy settings in a GPO and then making the connections tab disbaled, but this would be an issue for traveling users who have a laptop. I have also heard on PAC files, but I am not completely sure how they work.
