Question : Exchange - sending limits

Is there anway to speed up a change made in active directory.  I have a user that is limted to send and receieve 3 MB.  He needs to send a 4 MB file.  I removed his restrictions and still can not send the file.  I made this change 15 minutes ago.  Anyway way to have his system see this change quickly?

not sure why it has 9x  the users system is XP with outlook 2003 , we run exchange .
