Question : Network Traffic Slow One Direction (TCP Retransmits)

We have two offices connected by L2L IPSec VPN (PIX to PIX).

Site A has a 45 Mb pipe (direct fiber)
Site B has a T1 (serial)

Both sites are same ISP.  A traceroute shows no hops (direct connect), which seems likely as site A is on the main SONET loop

During transfers from A to B, we are receiving poor performance.  Transfers from B to A report ~1.4Mbps.  Transfers from A to B report ~.7Mbps.

A packet capture shows a large number of TCP Retransmits when transferring from A to B.

All devices are basic configuration.  All speed/duplex settings are all good.

Any ideas?
