Question : DHCP issues with a Windows 2000 network - firewall will not install

The network is composed of 6 pcs in a peer to peer network.  Each pc has a static ip.  I wanted to install a hardware firewall (Watchguard Edge X20e).  I had the most miserable time trying to do this.  

There is a Qwest modem which provides the dsl connection to the Internet.  It was set as a dhcp device.  The ip address was 192.168.1.200.  All the pcs have an ip address of 192.168.1.xx so this worked well.  But there is no protection on the network.

So I tried to install the Watchguard.  I changed the Qwest modem dhcp to 192.168.2.201.  I entered a limited range of addresses it could issue (from 192.168.2.190 to 192.168.2.191).

I set the Watchguard external interface to connect with the Qwest using dhcp.  

I set the trusted network address as 192.168.111.1.  I figured I could change all the pcs to use dhcp and let the Watchguard issue the ip addresses.

Now to the confusing part.:  One pc worked well.  On all the others, I set them to dhcp and rebooted them.  I used ipconfig/all and imagine my surprise when they reported they had addresses of 192.168.1.xx  not 192.168.111.xx  

So, I knew each pc had a hosts file.  So, on two of the pcs, as an experiment.  I renamed the hosts file to hbadboy    .  I made sure the pc was set to use dhcp.  I rebooted the pc  and it reported an address of 192.168.1.xx    

Im stumped.  My guess is there is some device which is issuing addresses.  Its not the Qwest, the pcs would report 192.168.2.xx    Its not the Watchguard.  

Am I on the right track or is there something I am missing?
What would you look for?
