Question : Proxy server or content filter recomendations

I have about 150 users on my network who have open access to the internet and im looking to start blocking them from certain things. Im assuming a proxy server would be the best way to go about this since I do need to give a handful of users full access.

I have tried the content filter in my sonicwall, it works good but, i cant seem to figure if and how to allow access to certain to certain users.

I have used bluecoat proxy SG in the past and would like to go withsomething similar but, im looking to save som money here so if any one has recomendations that would be great.

im looking for something in expensive and easy to administer. I know that usually low price usually equals command line....

I ended up buying a barracuda web filter - so far so good...
