Question : DHCP Client service, Access is denied

I have a newly built Windows 2003 member server.  I noticed Event ID 7023 in the System Log:

"The DHCP Client service terminated with the following error:
Access is denied.

For more information, see Help and Support Center at http://go.microsoft.com/fwlink/events.asp.0:

Of course, the Microsoft knowlege base did not help much.

When I try to start the DHCP client service I get this error:

"Could not start the DHCP Client Service on Local Computer: "Error 5: Access Denied"."

Even though this server is setup with static IP addressing, I would still like to get rid of these errors.  It bugs me when a newly built server has event errors.

Seen this kind of error before on servers having two NICS connected to the same switch.
Did not matter how they were configured, they caused problems (fail over, load balanced, teamed)

For troubleshooting purposes, if you have two NICS in the machine, disable one of then and reboot.
If the service works, at least you have a path to follow for a resolution.

I also came accross the following excerpts from http://www.talkroot.com/archive/topic/42997-1.html

     My problem was solved by granting the network services account full control to the
     hkey_local_machine\system\currentcontrolset\services\dhcp &
     hkey_local_machine\system\currentcontrolset\services\tpip registry keys on the updated server.
     ......
     Had to create an OU for memeber servers and create a GP for it. I put DHCP
     and TCPIP registry keys in the GPe with network service having full control
     over them. It was a pain in the but hunting it down.
