Question : How to use wpad.dat and DHCP option 252/DNS

Hi All.
As you can guess from the title I am trying to set up auto configuration of web browsers. I have a proxy.pac file which I've renamed to wpad.dat
I'm using a Windows 2000 DC and IIS to try to host the file on a new site in Internet Information Manager running on port 80.
I've copied a .pac file and my wpad.dat file into the root directory for the site.
I've also set an Alias in DNS called WPAD to point to the FQDN of the server.
Yet every time I browse to the location I get a page cannot be displayed instead of a file download option. And if I browse using IP address I get the wpad.dat files contents displayed in the browser window.
Eg: http://wpad.domain.local/wpad.dat gives a page cannot be displayed. http://ip address/wpad.dat shows the file contents
What am I doing wrong and what do I need to do to get this to work?

Gave up on this. I put together a vb application which toggles the proxy settings on and off. Will roll this out to users instead. Cheers for the help anyway guys.
