Can I let a user access to change other user's password without letting him Supervisory on Object's Right?

I use it when I am away,  it will not use a password that was
previously used by the user, so if you want to use a default
password for everyone then you must pick one not used by anyone
before or it will be unable to change it for the user that had
that password before.
