Question : VPN error 800 unable to establish connection

I am setting up a new VPN to a Windows 2000 server. I installed Routing and Remote Access via the exact documentation provided by Microsoft (I have installed VPNs before). I can connect to the VPN on the internal network; however, I am unable to connect to the VPN from the external network.
On Windows XP SP2 computer, receive error:
Error 800: Unable to Establish Connection
On Windows 2000 computer, receive error:
Error 678: There was no answer
I can successfully ping and tracert to the VPN server from the external network. On the Checkpoint firewall, I have TCP port 1723 open and GRE protocol 47 open. I have also tested opening the firewall to allow any source connecting to that server using any service to be accepted. This did not work either. Any help or assistance in the matter is greatly appreciated. Thanks in advance.
