Question : Intentionally reduce network speed to simulate low bandwidth situation?

I've got a native Windows 2000 network (albeit small one), and would like to reduce the bandwidth between two of the servers to a much slower speed to simulate a WAN connection. Is there a way I can do this natively? If not, can you recommend a freeware solution to do this? I know I can do this with a router, but am not aware of any tools in Win2k to do it. Thanks!
