Question : cannot change the target on "My Documents" for Folder Redirection

ok here is yet another question relating to Re-Directing the My Documents folder.

Environment:  Single Domain with Win2k and Win2k3 servers, 2k3 Active Directory Schema, Win2k and WinXP clients.  Multiple Geographic Sites.

Problem:  One of our sites has Folder Redirection enabled in their GPO for "My Documents" , the path is \\server\users\%username% all users get redirected to this same location, but not everyone is getting redirected AND the users are unable to edit the target on the Properties page.

We are moving the target from \\Server-A\... to \\Server-B\... we are Copying the users folders from A to B, in order to do this we have found that certain files will halt the transfer and permissions/Owner have changed to a Domain Admin account, now I have read that this can cause problems when redirecting because the individual users are no longer the Creator/Owner even that user has been granted full control of the folder.

So the problem is NOT so much that the folders aren't redirecting but the fact that the user cannot change the Target from:
C:\Documents and Settings\%username%\My Documents   OR  \\Server-A\users\%username%
The target is grayed out. (Remember we are trying to go to Server-B)

How can I ensure that the user is allowed to change the target themselves?

This is Urgent since Server-A is fast running out of disk space and is getting to where it cannot perform even daily maintainence tasks and we want the users folders off of that box!

Another question, are you using the Group Policy Management tool?  It's a big help with managing all your GPO's
