Question : FRS issue, tried everything: No record of File Replication System in dcdiag

Ok, i've been out of IT for some time and forgot a lot of stuff, but have researched the issues i've been going through and seemed to have resolved all of them, except for this. the background is i'm rebuilding a network. a VERY poorly set up sbs2000 that i can't just take and rebuilt in a weekend, so have to do the best i can. i'm trying to promote a freshly reinstalled win2k server. at first i was able to dcpromo it without any errors, but before i got a chance to play with it, the power supply on the PDC died and after that everything went downhill. started getting everything from dns errors to usernt/access denied. fixed all of the errors (dc server list errors, dns, OU policy, etc) but am down to this one, and can't seem to figure it out. specifically replication. sysvol / netlogon is shared and fine on the dc1, but will NOT replicate to dc2. i thought about restoring, but wanted to try and figure it out instead.

i went over everything that may be related to it (or so i think), and everything seems to be fine except for frs. the following are the "fails" or issues from the tests that i ran. i don't want to clog up the page and post full logs of everything, but they all pass. can post specifics per request. btw, i searched through a lot of threads on EE and found tons of usefull solutions that i used with the other stuff, but this one seems to point to either NIC card issue or DNS or something else that seems to check out fine in tests, so that throws me off.

DC1 = PDC/main server, DC2 = second server trying to be promoted to DC

DCDIAG on DC1 and DC2:
   Error: No record of File Replication System, SYSVOL started.
   The Active Directory may be prevented from starting.
   ......................... DC1 passed test frssysvol

FRSDiag results (can post specific logs) on DC1, because DC1 is where i believe the problem originates from since it fails DCDIAG without DC2 even being promoted (demoted/promoted a couple times after trying to give it a "reset" after fixing one of the issues.. and hoped it would pick up the rest).

net share on DC2: well useless, because the sysvol/netlogon isn't there.

i followed this article a few times: http://support.microsoft.com/default.aspx?scid=kb;en-us;257338  everything seems to be there. OU's been modified. jet database exists. dns resolves.

Description:
The File Replication Service is having trouble enabling replication from DC1 to DC2 for c:\winnt\sysvol\domain using the DNS name DC1.DOMAIN.LOCAL. FRS will keep retrying.

after the connection between DC1 and DC2 was broken (when power supply died) i did follow the MS article to removing a failed DC and that did work and allow me to rejoin as dc.

i'm sure i forgot to mention a lot of the stuff i did, but i'm out of options here, at a dead end..

i know this has got to be something simple (no not permissions, rechecked those too) and everything has to point to it. (oh, tried both auto and manual NTDS connections, neither seem to fix it).

help?? i'm going to try and reboot DC1 at night (VNCed to it) and see if that does anything because a couple changes were made and i figure a restart might re-trigger something? :shrug: thank you for your advice. will be checking this often and replying with anything needed/requested
