What does it do and where is it under NT?

Answer : oemsetnt.inf

This probably is some kind of setupfile and it can actually be found anywhere. (on a setupdisc for new software etc) This is the file that tells your computer how to handle new stuff.
Acording to Microsoft you should rename this file to oemsetup.inf in order to get i working.
