Question : Force logoff after set amount of inactive time

Is ther a way in W2K3 to force a logout after a set amount of inactive time. I am aware of WinExit.scr, but is there a way to push this to the client without having to install it manually  on each machine? Secondly, how can I enforce it without the user haveng the ability to remove it?
