Question : FIle stays locked after user closes it

I am having an issue with my DNS and I dont know it that has anything to do with this or not.
When users close a file on the network (so far only XLS files), the file lock is not being released, so when anyone (including the user) tries to we access the file. They can only open a Read Only version.
Files are on a Windows Server 2003, share, they have appropriate access, but I did update the Servers over Christmas!
I am planning on rebooting the Server tonight but I can't do that every day!

If possible can you add the key that MS talked about and set the value to say, like zero or some other "low" number?
It looks like Windows may be leaving the file "open" and cached and you may not have enough files open to allow it to flush the cache so that it will close the file.
