I have no idea why a personal computer would have Cisco VPN installed. I have not seen that before at all. Also, you have a good wireless card (I have the same card). Your router looks like a problem - why else would you and your friend have the same slow speed problem at your place on your wireless.
Perhaps someone here with a Netgear WPN824 router can assist. More likely, however, you should open a case with Netgear support.
