Question : DHCP quarky

My client has two internet connects, a partial T sharing voice and Data, and a Full t1.  They have 2 routers in place, ones a watchguard firebox and ones a linksys router mainly because they want wireless internet.  The server is a internet ip of 192.168.7.2 and is DHCP server.  192.168.7.1 is the watchguard firebox on the partial t1 and 192.168.7.200 is the linksys router on the full t1.  The server has a scope of 192.168.7.100 - .150 and the linksys has a scope of 192.168.7.200 - .210 was intended just for those connecting wirelessly.  The server is set to a default gateway of .200 since it is the faster connection and routes all users that recieve ips from it to there as well.  Now the issue they are having is that even ethernet users are recieveing IP from linksys while some others are getting them from the server.  I would prefer to make all users get their IP from the server unless they are wireless.  I was contemplation turning DHCP and wireless off on the linksys and just getting a Access point and plug it directly into the switch, im assuming that would resolve the ip issue from not having 2 DHCP servers. I guess i just dont understand why Lan users are getting IP from the linksys and not the server sometimes.
