Okay - sounds like you are using BorderManager as your firewall hosted on a NetWare server. Good choice, NetWare is pretty unhackable compared to Windows.
Log into your network with Admin rights to the root of the NDS tree.
Use Network Neighborhood/My Network Places and browse to the server hosting BorderManager.
Open up it's SYS volume - then go to the \PUBLIC\WIN32 folder.
Locate the NWADMIN32.EXE program and launch it.
Locate the Server object that host BorderManager in NWAdmin32.
Right-click on it and select Details.
Locate the BorderManager Access Rules button on the right-side menu and press it.
This will bring up the screen where you can block web sites or IP addresses.
The rules may differ depending on how BorderManager was configured in your office - but basically you just double-click on the Rule to edit it - you will bring up another dialog box (Access Rules Definition) when you do this - the section titled Destination is where you construct your list of locations to allow or block. The section titles Source is where you decide who or what can be restricted to Internet access.
It can be fairly complicated if you don't know much about your own firewall or about Access Control Lists in general.
If you inherited this network then I suggest you get a good book about Novell BorderManager and NetWare (depending on your current version, either 4.11/4.2 or 5.0/5.1) and read up about it.
