Question : How to port-forward a DynaLink RTA100+ Modem/Router

I can't get port forwarding to work on my modem/router, which is of a somewhat obscure brand.
I'm not asking this because I can't RTFM, that's the thing. I've read it, and I believe I've followed its steps, and I'm still stuck.
Portforward dot com has instructions

But it still doesn't work.
I've set up a NAT rule as instructed, and changed the settings for IP Filtering as instructed. I've saved and rebooted as instructed. I've checked with Azureus' help files and turned off the UPnP plugin in case that was causing it.
Is there something I'm missing? I'm assuming it didn't work because Azureus' setup wizard says "NAT Error" when it tests port 6881, the default, or any other port I choose, and my downloads don't have the happy-face green light next to them.
The only bit of the Portforward.com instructions I can't seem to get is the static IP. They seem to say port forwarding won't work unless you have a static IP, but my computer always has the same IP address, 192.168.1.3, so why does that matter?

The static IP address is the way incoming requests to that port get redirected from the router to your device/PC that has the details set via NAT in the router.
I don't necessarily recommend this, but if you say your IP address is always 192.168.1.3 (I assume that is the PC IP address and you're getting it via DHCP), try to assign that in the router as the static IP address that port 6881 gets forwarded to. If that doesn't work, you'll most likely have to make that PC have a static address and you can certainly assign that same IP address to it to keep it simple. You can do that, if you need to, via the TCP/IP properties of the Network Connection stuff under Windows.
