Basically it's an encoding scheme to put data on a wire (physical layers), but instead of using a exact +/- or +5v/0v status at the _beginning_ of the clocking cycle as the encoding scheme to code the 1's and 0's, it encodes by using a directional voltage change in the _middle_ of the clocking cycle - using the transition as the indication of a "1" (goes from - to +) or "0" (goes from + to -). This is a rough distillation of the article in the link, but should suffice if you understand digital bit encoding.
