Question : Belkin f5d7230 VPN to SBS 2003

I have a client with a Belkin f5d7230 wireless router. He is trying to connect to a VPN server in the office. I know the VPN server is working correctly because I can connect with his credentials, and everybody else can connect to the server. I had him try a VPN to my office as well with the same VPN error 800.
He is a remote worker for my client so I don't have access to the PC. I had him read me every program in the add/remove list and there is no Firewall software or Anti-virus (AVG Free) that would block VPN. No AOL Port Magic, no zone alarm, no norton of any kind.
So my conclusion so far is that its the router that is blocking it. However I've never had a standard home router that blocked out going VPN connections.
Error recieved on his end is VPN error 800. I show no connects or attempts to connect on the server. VPN server is a SBS 2003 server with sandard Remote access setup.
My Question is, does this router block VPN outgoing, and Is there a router emulator for it?

Checked the Belkin site: Not blocked by default. Some models have PPTP pass through shut. Usually would not give you a 800 error.
