Question : Where is the DNS cache folder in SBS

Where is the DNS cache folder in SBS 2003 Server? I'm trying to see what sites have already been looked up has been cache'd.
Really strange thing going on... the servers download speed from speakeasy.net is 1.5+, system responds quickly to mouse movements and opening programs, but as soon as I try to go to any website, or resolve a DNS name, it takes forever. And whats weirder is that when I do a tracert or ping it sometimes won't resolve the name on the first try and then ping responses are low TTL but report slowly... very strange.
