Question : Windows Server 2003 Active Directory DCPromo ends with NtFrs Event ID 13565 Error

We have recently built... errr rebuilt a Windows Server 2003 machine, which (no matter how many times we flatten it) keeps generating Warnings in the event viewer with the Event ID 13565 and the source NtFrs.

Specifically, the description states, "File Replication Service is initializing the system volume with data from another domain controller. computer XXXXXX cannot become a domain controller until this process is complete. The system volume will then be shared as SYSVOL.

To check for the SYSVOL share, at the command prompt, type:
net share

When File Replication Service completes the initialization process, the SYSVOL share will appear.

The initialization of the system volume can take some time. The time is dependent on the amount of data in the system volume, the availability of other domain controllers, and the replication interval between domain controllers."

Now we've promoted several other machines and we haven't seen this problem with any of them.

After looking into this specifc error message on (eventid.net) we were lead to a MS Q-Article (Q316790) which refers to "The Sysvol and Netlogon Shares Are Missing After You Restore a Domain Controller from Backup" and I'm not sold on this, not only for the registry hacks it recommends, but simply because I'm not restoring a DC from backup... I'm building it fresh, on new hardware.

Any ideas?
