Question : Unable to setup dial-up connection

I have a Windows XP Pro machine which connects to the internet via a broadband router.  I also want to be able to establish a separate dial-up connection.  From Network Connections I select 'create a new connection', then in the wizard I select 'Connect to the Internet', then 'Set up my connection manually'.  On the next screen I want to be able to select 'Connect using a dial-up modem' but it is grayed out.

There is a modem installed and it responds correctly to Query Modem in Diagnostics.

Help, please.
