Question : Cannot access SYSVOL

This problem is driving me mad!!

I have two server 2003 boxes.  One is an active dirextory controlled domain controller(c-server.master.com), the other is just a file server(work.c-server.master.com).  Every so often I get a 1058 and a 1030 error in my application event viewer.  The error is (Windows cannot access the file gpt.ini for GPO CN={31B2F340-016D-11D2-945F-00C04FB984F9},CN=Policies,CN=System,DC=c-server,DC=master,DC=com. The file must be present at the locatio[....])

If I type \\c-server.master.com I get an "no network provider accepted the given network path" error popup!!
If I type \\c-server all the shares are accessible, including sysvol
if I type rob2000.c-server.c-people.com (the box name) again everything works.  It is just the UNC \\c-server.master.com  that is not playing!! I'd be really grateful for some help here!!.
